A power of attorney naming the Rental Disputes Center and the stages you want covered. RDC publishes a service for adding a legal representative and charges a fee to register a power of attorney, but publishes no wording, notarisation or type requirement for the document itself.

RDC charges AED 25 to register a power of attorney

This is the fact worth having and almost nobody publishes it. Alongside the case fee, RDC lists "AED 25 Registration of Power of Attorney (if applicable)" on its first instance, appeal and execution services, and its FAQ answers the question directly: "What is the fee for presenting a power of attorney? AED 25".

It is a registration fee paid to RDC, not a drafting fee and not ours. It tells you something useful too: RDC expects powers of attorney often enough to have priced the step.

What RDC publishes about adding a representative

RDC runs a service for it. Its FAQ states you should "Submit an electronic request to register a legal representative while attaching Power of Attorney", and it publishes a "Request to Add an Attorney" service described as one that "enables the customer to add an attorney to all the case files", delivered through "RDC's Website".

What it does not publish is anything about the document. There is no required wording, no notarisation rule, no attestation rule, no named power-of-attorney type and no validity period on any RDC page we could read. The Request to Add an Attorney service page itself publishes "N/A" against required documents, terms, fees, procedures and service time.

RDC also publishes no qualification rule for who may act. The words "lawyer" and "advocate" do not appear anywhere on its published service pages. We are recording that as an absence rather than reading permission into it - and note that the federal position on appearing before the UAE courts is narrower, which the question below covers.

The case fees, so you can see what the dispute itself costs

RDC publishes its fee as a percentage rather than a flat figure, with a floor and a ceiling, which is why quoting "the RDC fee" as one number is meaningless.

Everything goes in in Arabic, and nothing goes in on paper

Two published rules shape what your representative can actually do on the day. RDC states that "All documents must be submitted in or translated legally into Arabic", and that "no hard copies shall be entertained".

The Arabic rule is written as a blanket requirement covering all documents. RDC does not say it about powers of attorney specifically, so we draft bilingually as a matter of course rather than because RDC has named that document. We would rather over-prepare than have a representative turned back at a filing stage.

Filing is not online-only, though. RDC publishes two channels, "RDC's Website / Real Estate Services Trustees Centers", with cash payment available at the trustee centre. Documents are electronic either way.

The stages your document should cover

A power of attorney that covers only filing is a document you will be buying twice. RDC publishes conciliation first - claims go through it "Prior to claims being forwarded to the First Instance Committees" - and then "through First Instance and Appellate Committees", with execution as a separate proceeding after that.

The appeal window is short and published: an appeal "should be filed within (15 days)". If your representative can file but not appeal, that is a fortnight in which nobody can act for you.

So the scope conversation is about how far down that chain you want to go, and it is worth having once rather than at each stage.

What does RDC charge to accept a power of attorney?

RDC lists "AED 25 Registration of Power of Attorney (if applicable)" on its first instance, appeal and execution services, and its FAQ confirms it: "What is the fee for presenting a power of attorney? AED 25". That is paid to RDC and is separate from our fee.

Does the power of attorney have to be notarised for RDC?

RDC does not say. No RDC page we could read states a notarisation, attestation or document-type requirement for a power of attorney - it says only to attach one. The notarisation requirement RDC does publish attaches to the eviction notice, not to the representative's authority. We draft on the assumption you will notarise, because that is what the surrounding UAE practice expects, but we are not able to point at an RDC rule saying so.

Can a non-lawyer represent me at RDC?

RDC publishes no qualification rule at all - the words "lawyer" and "advocate" do not appear on its published service pages, and its FAQ speaks only of registering "a legal representative" with a power of attorney attached. That silence is not permission. The federal portal states that before the UAE courts "Only UAE national lawyers with a valid licence are allowed to appear", and while that is a federal statement rather than an RDC one, it is the reason we will not tell you a friend or agent can appear for you. Ask RDC, or ask a lawyer.

How much will the case itself cost?

RDC publishes a percentage rather than a figure: "3.5% of Annual Rent or Lease Value" for eviction and rent claims, floored at "AED 500" and capped at "AED 20,000"; 3.5% of the claimed amount for monetary claims, capped at "AED 15,000"; and 1% of the annual lease for execution in eviction, capped at "AED 5000". Add "AED 100" process service and AED 10 each for knowledge and innovation fees.

Does my document need to be in Arabic?

RDC states that "All documents must be submitted in or translated legally into Arabic". It writes that as a blanket rule for all documents rather than as a statement about powers of attorney, so we prepare yours bilingually as a matter of course. It also states that "no hard copies shall be entertained", so everything is filed electronically.

Should the document cover appeals and execution too?

Usually yes, and this is the most common scoping mistake. RDC publishes conciliation, First Instance, Appeal and Execution as separate stages, and an appeal "should be filed within (15 days)". A document that stops at filing leaves your representative unable to act during that window. We will ask you how far you want the authority to run before we draft.

Do I need a separate document from my Dubai Courts one?

Not necessarily - what matters is whether the Rental Disputes Center and the stages you need are actually named in the scope. If they are, one document can do both. We would rather widen the scope of one document than sell you two.
