DEWA Electricity & Water Power of Attorney
A power of attorney naming what someone may do with your Dubai Electricity and Water Authority account. DEWA itself publishes no power-of-attorney requirement on its current service pages, and this page says so before it says anything else.

A power of attorney scoped to DEWA account matters. Worth reading the section below before you buy one: DEWA's current service pages do not ask for a power of attorney, and we would rather tell you that than sell you a document on a requirement we cannot point at.

Owners, tenants, landlords and company representatives who have been asked for a written authority for a DEWA account - by a counter, a landlord, an employer or a bank - rather than by a published DEWA rule.
What DEWA currently publishes about representatives: nothing
This is the most useful thing on this page, and most pages selling a DEWA power of attorney do not say it. We checked DEWA's current service pages for move-in, move-out, refund, clearance certificate, information update and premise ownership. None of them names a power of attorney, an authorisation letter, an authorised representative, or acting on behalf of an account holder.
That is silence, not permission and not prohibition. It means anyone telling you what DEWA requires of a representative today is telling you something DEWA has not published.
The requirement did exist in DEWA's older customer guides. The 2015 Customer Guide states that for a final bill "the original document must be presented", "which must be issued by the UAE's notary public", and that "Personal letters are not accepted". The 2017 Services Guide lists an "Authorisation letter in case final bill is requested by a representative (Residential)". Those PDFs are still hosted on dewa.gov.ae but are no longer linked from the current service guide.
The direction of travel is worth noting. Update Customer Information carried "Attendance of the Account holder or a written authorisation letter" in the 2017 guide; the same service in 2026 is login-only and says nothing about representatives at all.
What DEWA does publish, and it is mostly about documents you already have
For activation, DEWA lists a "Valid Ejari Number (for tenants)", a "Title Deed / Sales Purchase agreement (for owners)", and a "Passport Image / Emirates ID No.". Where a valid Ejari number is entered it states "you will not be required to submit any documents".
For deactivation, the published requirements are the "Move Out date and time, Mobile number, Email ID". The security deposit "will be adjusted with your Final Bill amount", with any balance "refunded via (IBAN/Cheque/Transfer to other active account)".
One representation-shaped exception does appear, and it is narrow: for credit balances other than the security deposit, a "Request letter on company's letterhead duly signed and stamped is required". That is a company letterhead requirement, not a power of attorney, and it is scoped to that one case.

So should you buy this document at all?
Often, no - and we would rather say so on the page than after you have paid. DEWA publishes its services as available "24/7 through DEWA website (www.dewa.gov.ae) and DEWA Smart App", and none of the current pages requires attendance in person. If you can log in, you usually do not need anyone to act for you.
Where this document does earn its place is when somebody other than DEWA asks for it: a landlord who wants written authority before a managing agent touches the account, an employer whose PRO handles staff accommodation, a bank that wants to see the authority behind a refund instruction, or an owner abroad who wants a family member able to act without a chain of ad-hoc emails.
If your reason is "DEWA will require it", ask DEWA first. If they tell you what they require, tell us and we will draft to that. What we will not do is invent a requirement to justify a fee.

Does DEWA require a power of attorney?
Not on any current page we can find. We checked move-in, move-out, refund, clearance certificate, information update and premise ownership, and none of them mentions a power of attorney, an authorisation letter or a representative. DEWA is silent on the point, which is different from either allowing or refusing it.
Can a representative close my DEWA account and collect the deposit?
DEWA does not publish a representative pathway for this. It describes the security deposit as adjusted against the final bill automatically, with any balance refunded by IBAN, cheque, or transfer to another active account, and publishes nothing about paying a third party. If you need someone else to handle it, ask DEWA what it will accept before relying on a document.
Your old page said DEWA accepts specific POA wording. What changed?
We checked, and we could not support it. DEWA's current pages publish no wording requirement, and the only DEWA documents that name a notarised power of attorney are guides from 2015 to 2017 that are no longer linked from its service guide. We corrected the page rather than leave a claim we could not point at.
What did the older DEWA guides say?

That is a large part of why we tell most people they do not need this document.
What does DEWA charge?
The published figures are a "D 2,000" security deposit for a flat and "D 4,000" for a villa, "D 125" to connect or disconnect small meters and "D 300" for large ones, plus "D 10" each for registration, knowledge and innovation fees, "D10" for a clearance certificate, and "(D 20)+ VAT" for a refund by cheque. All of those are DEWA's and are paid to DEWA. Our fee is separate and we never merge the two.
