Making a Sudanese توكيل for the UAE and arranging a UAE Will remotely
A Sudanese citizen who needs someone to handle a UAE property, car, bank account, company or other transaction should obtain the UAE receiver’s wording before issuing a توكيل. Sudan’s Embassy in Cairo currently publishes a digital-application POA service for Sudanese citizens and a separate in-person Foreign Ministry authentication window created because of conditions in Sudan. That published route requires the competent authority first, then Sudanese Foreign Ministry and embassy authentication, followed by the destination-country stage. It also excludes some court and Sharia documents, so the applicant’s document type, issuing state and physical location must be checked live. UAE MOFA then controls the UAE mission/attestation stage. An eligible UAE-issued online POA may instead avoid the Sudanese-document chain; a UAE Will must be signed personally through the selected registry.

Choose the instrument before choosing the office
There are two different routes. A Sudan-issued توكيل must be executed through a competent Sudanese route and authenticated for UAE use. A UAE-issued online POA is a separate UAE instrument and is available only if the applicant, identity method, document type and transaction qualify for the relevant UAE platform. Do not sign a generic paper first and assume either route can repair it later.
The UAE receiver comes first. Dubai Land Department, an RTA service, a Sharjah or Fujairah authority, a Ras Al Khaimah company registry, a bank, developer or court may require different powers, identifiers, originals, translations and supporting records. Authentication proves seals and signatures; it does not make incomplete powers acceptable.

What Sudan’s Embassy in Cairo currently publishes
The Embassy of Sudan in Cairo describes a consular توكيل as authority requested personally by a Sudanese citizen for judicial representation, dealing with property or another legal act. It lists a passport copy and evidence supporting property details, such as a land search, vehicle licence or inheritance record. The application can begin through the embassy’s digital portal, but that is a Sudanese consular instrument—not an online UAE POA.
The live page currently displays a fee of EGP 765 for the POA request. That is the Sudanese Embassy in Cairo service fee shown at review time, not a total price for drafting, later authentication, the UAE mission, delivery or the final UAE transaction. Confirm it in the portal before payment.
The same embassy says Sudan’s Foreign Ministry opened a special authentication window in Cairo because of conditions in Sudan. It publishes this order: approval by the competent authority, Sudanese Foreign Ministry authentication, Sudanese Embassy Cairo authentication, then the embassy and foreign ministry of the destination country. The authentication counter is currently described as an in-person service.
The embassy also publishes an important exclusion: court judgments and Sharia transactions issued by Sudanese courts are not currently handled by that window pending coordination. It recommends using courts in states where institutions operate normally instead of Khartoum. This must be checked again for the actual document; it is not permission to route every instrument through Cairo.

Why property and vehicle evidence must be settled early
The current Sudan Embassy Cairo POA page asks for a passport copy and evidence supporting the property information, giving a land search, vehicle licence and inheritance record as examples. This shows why an asset-related توكيل is not merely a name-and-signature form, but it remains a Cairo consular checklist rather than proof that every Sudanese court or office uses the same route.
For a UAE asset, the supporting evidence and powers come from the UAE transaction. A Dubai property POA should identify the property, transaction, trustee or developer, mortgage and payment powers as required. A vehicle POA should separate sale, transfer, registration, export, insurance and receipt of proceeds. Sudanese authentication does not replace DLD, RTA, bank or company requirements.

The UAE destination stage is controlled by UAE MOFA
UAE MOFA says an outside-UAE document must use Attestation through UAE Missions Abroad. The original must carry the relevant competent-authority authentication and be in Arabic or English, or accompanied by a legally certified translation. Its current guidance tells the applicant to check the UAE mission serving the country of residence and to contact UAE MOFA where no mission or service option is available.
Do not rely on an old address or mission webpage as proof that a Khartoum counter is accepting originals. Enter the real issuing country, authority and document type. If a Sudanese consular POA was issued or authenticated in Cairo, ask the UAE mission in Egypt and UAE MOFA whether they will handle that exact document before sending the original; do not force a route with false application data.
The current conflict, document origin and physical location can change the available sequence. Neither The Deedbox nor this guide can guarantee that a border, courier, court, ministry window or diplomatic mission is operating for a particular applicant.

Can a Sudanese national obtain a UAE-issued online POA instead?
Possibly. The UAE Ministry of Justice publishes a digital POA service using specified templates and UAE Pass. Dubai Courts publishes an online ratification route and states that a valid Emirates ID is required for online attestation; a passport-only concerned party may be directed to personal appearance. The actual identity, template, transaction and receiver decide whether a remote route is available.
Where the applicant qualifies, the result is a UAE-issued POA. There is no Sudanese document to authenticate through the Sudanese Foreign Ministry or embassy chain. The Deedbox can prepare UAE-focused wording and organise the information, but it does not issue, notarise or attest the POA; the government platform and final receiver decide eligibility and acceptance.
Property, car, bank and company powers across the UAE
For property, name the emirate, land authority, title or unit, sale or purchase, developer, trustee, mortgage, signing and receipt-of-money powers. For a car, name the vehicle and separate transfer, registration, export, insurance, fines and proceeds. For a bank, obtain the bank’s own mandate and compliance requirements before signing.
For a company, identify the legal entity, licence, free zone or mainland authority and the exact corporate act. For litigation, the POA can appoint an authorised representative only within the receiving court’s professional and procedural rules. A broadly worded توكيل does not make an unlicensed person legal counsel.
Dubai, Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah are addressed through these receiver-specific choices and the linked service pages. Eight near-identical Sudan pages would divide authority and create doorway content.
Can someone in Sudan or Egypt register a UAE Will remotely?
DIFC Courts says an eligible non-Muslim testator may register virtually from anywhere and need not be a UAE resident. Abu Dhabi Judicial Department publishes a Civil Will route for a non-UAE citizen regardless of religion, using an English-Arabic template and online notarial attendance after review. Dubai Courts has a separate non-Muslim Will route with its own identity and attendance conditions.
A Sudanese وصية does not automatically govern a UAE property, company interest or bank account merely because its signatures are authenticated. A UAE-registered Will likewise does not automatically determine succession to an asset in Sudan. Registry eligibility, religion where relevant, assets, family circumstances and cross-border effect need individual review. The testator signs personally; a وكيل cannot execute the Will for them.
