Signing a power of attorney in Saudi Arabia for use in the UAE
There are two Saudi starting points, and neither should be assumed to work for every UAE transaction. Saudi Ministry of Justice publishes an eligible Najiz route that issues an electronic power of attorney without a notary-office visit, printing, stamping or signing. Saudi Ministry of Foreign Affairs has a POA-specific authentication request that retrieves an electronic agency by number. The UAE Embassy in Riyadh and Consulate General in Jeddah separately say a power of attorney for UAE use must be signed before a Saudi notary or legal authority, authenticated by Saudi MOFA, then submitted through the UAE attestation route. Because the Saudi e-POA is paperless while the UAE mission page also describes collection of an original document, confirm the route returned for the actual instrument instead of printing a PDF and treating it as an original.

What the UAE missions in Saudi Arabia require
Both missions carry the same wording: "Legal documents (e.g., powers of attorney) must be signed before a local notary or legal authority in Saudi Arabia, then attested by the Ministry of Foreign Affairs in the Kingdom of Saudi Arabia." Documents issued in Saudi Arabia "must be attested by the Ministry of Foreign Affairs in the Kingdom of Saudi Arabia" before the UAE mission acts.
The Riyadh page describes the result as "One service, two attestations: One application covers both the UAE Embassy in Riyadh and the UAE MoFA in the United Arab Emirates", and says digitally attested documents "are legally recognized within the UAE". Jeddah publishes the same for the Consulate General.
The published application is online, with the paper still moving: "The original physical document is required for the digital attestation process", and a MOFA-approved service provider collects it and returns it by courier.
- Log in to the UAE MOFA website with UAE Pass and select the Attestation Service.

The Embassy in Riyadh published an announcement headed "Announcement: all our attestation services are now available online only". Anyone planning to hand a document over in person should read that first.
Jeddah publishes the same digital route for documents issued in Saudi Arabia. Neither mission publishes an attestation fee for a power of attorney, so none is quoted here.

What Najiz publishes about an electronic Saudi agency
Saudi Ministry of Justice describes “Issuing a Power of Attorney” as a service that lets a beneficiary issue an agency directly without visiting a notary office. The user signs in to Najiz through National Access, enters principal and attorney details, chooses the clauses and duration, approves, and receives an SMS when the agency is issued.
The published access conditions include being a Saudi citizen or resident with valid ID, over 18, legally competent and holding an active National Access account. A business principal needs the relevant Najiz Business account and company authority. The page states that the electronic agency lasts no more than one year and is fully electronic, with no printing, paper stamp or signature required.
These facts establish a Saudi electronic agency. They do not establish that its pre-set clauses are sufficient for a Dubai property sale, an RTA vehicle transfer, a UAE bank mandate or a company transaction, or that every UAE mission workflow will consume it without another step.

Saudi MOFA publishes a POA-specific authentication request
The Saudi Foreign Ministry’s live “Authentication of Powers of Attorney” page asks for the beneficiary’s identity or passport details, mobile number, agency number and capacity as principal or attorney. It then searches for the agency so the applicant can review its number, type, place, status, text, issue date and image before submitting the request.
This is stronger evidence than a generic document-attestation description: Saudi MOFA exposes a dedicated electronic-agency hand-off. The page does not publish the fee, completion time, the eligible issuing systems or a promise that a resulting authentication satisfies a particular UAE receiver. Confirm those items in the actual request.

Personal or commercial, and why it changes the file
Both missions state that "A power of attorney containing commercial content is considered a commercial document." UAE MOFA sorts the two the same way, listing a power of attorney of personal nature among individual documents and a general power of attorney of commercial nature among commercial ones.
A document letting someone sell your Dubai apartment and one letting them sign for your company are handled differently. Decide which you need before it is drafted.

What to settle in the UAE first

- Which UAE authority, bank or developer will act on the document.
- The exact powers your representative needs, in the wording that authority expects.
- Whether the receiving authority wants Arabic. MOFA accepts English or Arabic, or an official translation.
- That names and passport numbers match the passports exactly.
Can a person in Saudi Arabia make a UAE Will remotely?
A Power of Attorney—وكالة or توكيل—authorises someone to act while the principal is alive. A Will—وصية—records wishes that operate after death. A representative cannot use a Saudi or UAE POA to sign the testator’s UAE Will.
DIFC Courts publishes that an eligible non-Muslim testator need not be a UAE resident and may use a virtual registration appointment, with witnesses joining from anywhere. Abu Dhabi Judicial Department publishes a Civil Will route for a non-UAE citizen regardless of religion, using an English-Arabic template and online notarial attendance after review. Dubai Courts distinguishes online attendance with a valid Emirates ID from passport-only personal appearance.
The correct registry depends on eligibility, religion where relevant, the location and type of UAE assets, family circumstances, language and attendance rules—not Saudi nationality alone. A Saudi وصية is not automatically a substitute for a Will registered through a UAE route, and attestation cannot decide its cross-border effect.

Can someone in Saudi Arabia issue a new UAE POA online instead?
Sometimes. This is different from signing a وكالة or توكيل رسمي in Saudi Arabia and legalising that foreign document. The UAE Ministry of Justice publishes a Digital Power of Attorney service and says its remote route enables customers residing inside or outside the UAE to complete eligible POA transactions without visiting a notary public. Where the applicant, identity method, instrument and final receiver all qualify, the result is a new UAE-issued POA; there is no foreign-signed document to take through Saudi Arabia’s foreign ministry or a UAE mission.
That is not a universal passport-only shortcut. The federal MOJ service uses UAE Pass and specified templates. Dubai Courts currently states that online attestation requires a valid Emirates ID and that a concerned party relying only on a passport must appear in person; its workflow may assign no attendance, virtual attendance or personal attendance from the application data. ADJD’s published July 2023 guidance describes a remote meeting but lists an Emirates ID among the documents. The authority—not The Deedbox—decides eligibility and the attendance method.
Choose the transaction before the form. A Dubai property sale may require a property POA drafted for DLD, trustee-office, developer and mortgage steps. A Dubai vehicle sale or export may require a Vehicle/RTA POA and the representative may still have to attend an RTA centre. Banking, company or share transfers, court work, inheritance, property management and private handovers each need their own receiver-specific powers. “General POA” is not a promise that every bank, court, land department, free zone, traffic authority or developer will act on it.

- Confirm the exact receiver and transaction: DLD or a Dubai trustee office, RTA, ADJD, RAK Courts, federal MOJ, a local land department, bank, developer, free zone, company registry or court.
- Check whether the principal has the identity credential required by the selected authority; an original passport alone does not establish online eligibility on every route.
- Choose the UAE-issued digital route only after the live authority service accepts the applicant and required powers.
- If it does not, use the documented Saudi Arabia-to-UAE signing and legalisation route on this page rather than forcing an ineligible online application.

Dubai, Abu Dhabi, Sharjah, RAK and Fujairah do not share one receiving counter
The signing and legalisation chain in Saudi Arabia does not change merely because the UAE asset is in a different emirate. What changes is the receiving authority and the powers it expects. Dubai property and vehicle matters may involve the Dubai Land Department, a trustee office, the RTA or Dubai Courts. Abu Dhabi notarial and civil-Will routes use ADJD. Ras Al Khaimah has its own Courts and Municipality services. Sharjah, Ajman, Umm Al Quwain and Fujairah use federal-judiciary or local receiving services according to the transaction.
A POA for a Sharjah property, Fujairah vehicle, RAK company or Abu Dhabi bank should therefore name the real asset and acts rather than repeat an emirate keyword. Ask that land department, traffic authority, bank, company registrar, free zone, court, developer or other receiver for its current wording, identity evidence, original, translation and attendance rules before the principal signs abroad.

The Embassy announced that its attestation services are online only. The application is made through the UAE MOFA website and a service provider collects the original document.

Can I issue the Saudi power of attorney through Najiz without visiting a notary?

That establishes the Saudi document; you must still confirm that the available clauses fit the UAE transaction and how Saudi MOFA and the UAE mission will process it.
Which mission, Riyadh or Jeddah?
Both publish attestation for documents issued in Saudi Arabia, with the same requirements. Neither publishes a split by region, so ask whichever you plan to use.
Does the power of attorney need to be in Arabic?
For attestation, MOFA asks for the document in English or Arabic, or an official translation. A Saudi notarised deed will usually already be in Arabic; a UAE authority may still want a translation of any English annexes.

Can I avoid Saudi Arabia’s foreign ministry and the UAE embassy by making the POA online?
Only if the applicant and required instrument qualify for a UAE-issued digital or virtual notarial route. In that case there is no Saudi Arabia-issued document to legalise. If the UAE route requires an Emirates ID, UAE Pass credential, different template or personal attendance that the applicant cannot meet, the foreign signing and legalisation chain on this page still applies.
What this page does not do
