Can someone else take handover of my Dubai villa or apartment for me?
You bought off-plan and the unit is ready, but you are abroad. Whether a representative can inspect it and collect the keys is your developer's decision, not a published government rule. Here is what is published, and what to ask.

It depends on your developer, not on a government rule. Taking handover means inspecting the unit, signing the snagging list and receiving the keys, and that is a step between you and the developer under your sale contract. No UAE authority we could find publishes who may attend it. What Dubai Land Department does publish is when a power of attorney can stand in for an absent owner, and that covers title transfer, not handover.
Who decides who can attend a handover?
The developer does, through your sale and purchase agreement and its own handover procedure. Handover is not a Dubai Land Department (DLD) service. DLD registers the sale and issues the title deed; the physical handover of the unit is a private step that sits between buyer and developer.
That is why a notarised power of attorney is not automatically a pass at the developer's desk. A developer may accept a representative with a specific document, may want its own form, or may insist that the buyer attends or sends a named person it has approved. Each developer sets its own policy, and none of them is bound by another's.
The safest sequence is to ask the developer in writing, before the handover date, what it will accept from a representative. Send it the wording you intend to use. If it objects, you learn that before you have signed and notarised anything.
What does Dubai Land Department publish about representatives?
DLD names a power of attorney in three separate services, and in each it is the document that stands in for an owner who is not present. It also publishes the service through which a developer completes the title deed, and that page does not mention one.

The pattern is worth reading carefully. DLD names a power of attorney where an owner is absent from a registry transaction. It says nothing that turns one into a key-collection document. A page that tells you "DLD requires a POA for handover" is describing something DLD has not published.
What should a handover power of attorney say?
Only what the developer needs, and no more. A short, specific document is easier for a developer to accept and safer for you than a broad one.
- The unit, exactly. Project name, unit number and the sale contract reference, so it cannot be read as covering anything else you own.
- The acts. Attend the inspection, sign the snagging list, receive keys and handover documents, and sign the developer's handover acknowledgement.
- A decision you may want to keep. Whether your representative may accept the unit as complete, or may only record what they find and report back to you.
- Identity details for you and the representative, matching their passports and Emirates IDs.

Why does the snagging list matter so much?
Because it is the record of what was wrong on the day you received the unit. A representative who signs a clean handover sheet without inspecting properly can leave you arguing later about defects that were there from the start.
DLD hosts a guide for investors, "Know Your Rights... For Real Estate Investors in Dubai", published with the law firm Al Tamimi in 2017. It summarises Law No. 27 of 2007 on jointly-owned properties as making developers liable to repair structural defects for ten years and minor defects for one year, counted from the date they obtain the certificate of building completion (DLD, Know Your Rights).
Treat that as a starting point, not as advice on your claim. The guide is from 2017, laws are amended, and your contract may say more. What can a representative not do?
They cannot do more than the document lists, and they cannot do what the developer has not agreed to. Two limits are worth stating plainly.
- They cannot register anything at DLD on your behalf unless the document and the service allow it. A handover authority does not double as a transfer authority.
- They cannot appear in court for you. If the handover goes badly and ends in litigation, the federal portal states that only licensed UAE national lawyers on the roll of practising lawyers may appear before UAE courts. A power of attorney appoints an agent; it does not qualify one to plead.

Does a villa handover in Dubai need a notarised power of attorney?
No authority we could find publishes that requirement. It is the developer's own policy, so ask it in writing what it accepts from a representative before you sign anything.
Can my broker or property manager collect the keys for me?
Only if the developer agrees and your document names them for that act. A broker has no special status at handover; the developer decides who it hands the unit to.
Do I need a power of attorney to get the title deed?
The DLD service for completing initial procedures data lists companies as the applicant type and runs through the developers' Oqood portal, so the developer completes that step. Check your contract for anything the developer expects from you.
Can my representative sell the unit at handover?
Only if the document says so, and DLD publishes a separate route, title transfer, that lists a power of attorney for an absent owner. Do not include sale powers in a handover document unless you intend them.
Does the power of attorney end after handover?
