How to Make a Power of Attorney in Dubai: 8 Decisions Before You Sign

A Dubai power of attorney is not one universal form. These eight decisions determine the wording, evidence, signing route and authority that will receive it.

A power of attorney in Dubai starts with the transaction, not with a generic template. The document for selling a vehicle must describe different powers from the document used for a property transfer, company matter or court case. The receiving authority then decides what wording, identity evidence and execution route it will accept.

What must you decide before drafting a Dubai POA?

1. Identify the exact transaction

Start with the action the representative must complete. “Manage my affairs” is not the same instruction as “sell and transfer this vehicle” or “sign the transfer documents for this identified property.”

Dubai’s Roads and Transport Authority gives a useful example. Its vehicle ownership-change service says a legal representative’s power of attorney must stipulate the sale and disposal of vehicles. That is why a broad label alone is not enough.

2. Decide whether the authority should be broad or specific

A special power of attorney is written for a defined transaction or group of acts. A general power of attorney grants a wider set of powers. Wider is not automatically better: unnecessary powers may create risk, while wording that is too narrow may not cover the actual counter process.

3. Identify the receiving authority

The same asset can involve more than one organisation. A Dubai property matter may involve Dubai Land Department, a trustee office, a developer, a bank or a court. A vehicle transaction may involve RTA, an insurer, a lender or another emirate’s traffic authority.

Ask the receiving organisation what it expects before finalising the powers. Dubai Land Department’s title-transfer service, for example, lists an official power of attorney when the owner is not present and separately lists passport copies for non-resident owners. That supports representation for that service; it does not make every property POA acceptable automatically.

4. Confirm the principal and attorney details

The draft needs the identity details of the person granting authority and the person who will act. The required evidence depends on the route. Dubai Courts’ POA ratification service lists identity documents, attorney details and the powers being conferred. For a property POA it also names the title deed among the uploaded documents.

Prepare clear copies, but use a secure upload route for passports, Emirates IDs, title deeds and account information. Do not send sensitive documents in an initial WhatsApp message.

5. Choose the execution route

Dubai Courts publishes online, virtual or personal completion modes selected from the application data. Its current service conditions say online attestation requires a valid Emirates ID, while a concerned party relying only on a passport must appear personally before the notary.

The federal Ministry of Justice separately publishes a Digital Power of Attorney within its contracts-and-deeds service. It uses UAE Pass and system templates. The Ministry’s launch notice says customers inside or outside the UAE can use the remote service, but that does not mean every applicant, bespoke clause or receiving authority qualifies.

6. Check the language requirement

There is no single language rule for every UAE POA. Dubai Courts says a document not in Arabic requires a legal translation certified by the UAE Ministry of Justice. Another receiving authority may publish a different requirement.

If translation is needed, treat translation, notarisation and attestation as separate services. A stamped legal translation does not itself notarise a signature or authenticate a foreign public document. The Deedbox provides Arabic legal translation separately from the authority’s own act.

7. Review the powers before execution

Check names, identity numbers, asset references, powers, limits, expiry language and whether substitution is permitted. The representative should receive only the authority intended for the transaction.

Customer approval confirms the wording read by the customer. It does not notarise the draft or guarantee that a bank, court or government department will accept it.

8. Complete the authority step and keep the final instrument

After approval, follow the route confirmed for the case. The authority may require electronic submission, a video session or personal appearance. Only the authority can issue the notarised or ratified instrument.

Keep the final issued document, the version approved before execution and evidence of any later amendment or revocation. Do not overwrite the earlier versions.

Can you make a Dubai POA while outside the UAE?

Sometimes, but the route depends on eligibility and the receiving authority. An eligible applicant may be able to use a UAE digital route. Otherwise, a document signed abroad normally follows the signing and authentication requirements of that country and the UAE mission/MOFA route.
