Using a Lebanese Power of Attorney in the UAE and making a UAE Will remotely
If you are in Lebanon and need someone to complete a transaction in Dubai, Abu Dhabi, Sharjah, Ras Al Khaimah or Fujairah, first obtain the UAE receiver’s required wording. Lebanon’s Foreign Ministry currently says a document issued by a notary must pass through the Ministry of Justice and then the Ministry of Foreign Affairs and Emigrants. The UAE Embassy in Beirut then publishes an online application with collection and return of the physical original. Attestation does not approve the POA’s powers, so the final UAE receiver must be checked before signing. A UAE Will follows a separate registry procedure and must be executed personally by the testator.

The Lebanon-to-UAE route at a glance
The Beirut mission routes the online application through the UAE MOFA service and says the applicant receives a digital copy certified by the UAE Embassy in Beirut. “Digital” refers to the application and attested output; it does not remove the original physical document from the process. The live page does not currently promise a separate second UAE MOFA attestation, so the page does not add one.

Lebanon currently publishes a Justice-then-Foreign-Ministry chain
Lebanon’s Ministry of Foreign Affairs and Emigrants states that every transaction issued by a notary must first be attested by the Ministry of Justice and then by the Foreign Ministry. Its current authentication page separately says that, when the document is a Power of Attorney, the principal or the attorney must attend. This is more specific than treating “Lebanese MFA” as a one-step hand-off.
The same page currently publishes an authentication fee of LBP 1,000,000, payable by stamps of that value or a Ministry of Finance fiscal mark. The page was last updated on 27 January 2026. That figure is only the Lebanese Foreign Ministry authentication fee shown on the official page; it is not the notary, Ministry of Justice, UAE mission, courier, translation or final-transaction total, and the authority may change it.
Lebanon’s Ministry of Justice describes the notary as the public officer who prepares or authenticates instruments, verifies identity, capacity and consent, and generally prepares instruments in Arabic. The notary—not The Deedbox—controls the Lebanese execution formalities and the form of the notarial original or certified copy.

A digital application still requires the original document
The UAE Embassy in Beirut expressly says the original physical document is required. After the online application and payment, a UAE MOFA-approved provider contacts the applicant to arrange pickup. The applicant receives a digital copy certified by the Embassy, and the original is returned by courier.
The mission accepts personal and commercial documents except commercial invoices and certificates of origin, which use eDAS 2.0. It classifies a Power of Attorney containing commercial content as a commercial document. That classification should be selected from the actual content, not from the applicant’s preferred fee category.
The mission also states that non-Lebanese documents cannot be sent to Beirut merely because the applicant is there; they must be attested by the UAE mission in the country of issue. Country of issue, physical location and nationality are separate facts.
Courier windows are not an end-to-end completion promise
The Beirut mission currently publishes courier collection within 24 hours after successful submission and delivery within 24 to 48 hours after Embassy release, or 48 to 72 hours for remote areas. It no longer displays the earlier two-to-three-business-day Embassy processing statement on the live Arabic page checked on 26 September 2026.
Central UAE MOFA guidance currently says an overseas attestation using a delivery provider may take about 15 business days depending on the provider. The Beirut pickup and post-release delivery windows describe narrower courier stages; the central figure is the broader current service indication. Neither includes drafting, receiver review, Lebanese notarisation, Ministry of Justice and Foreign Ministry handling, corrections, UAE translation or the final transaction.
If an application is rejected for non-compliance, the mission says the attestation fee is refunded automatically but the service and delivery charge is not refundable. The original is returned and the applicant may resubmit after correcting the requirements.

في الاستعمال العربي في لبنان، تُستخدم كلمتا «وكالة» و«توكيل رسمي» للوثيقة التي يمنح فيها الموكِّل صلاحيات محددة للوكيل. وتوضح سفارة الإمارات في بيروت رسميًّا أن أي توكيل رسمي أو مستند قانوني مماثل يجب توقيعه بحضور كاتب عدل أو جهة قانونية في الجمهورية اللبنانية، ثم تصديقه من وزارة الخارجية والمغتربين.

«الوصية» تختلف عن الوكالة. الوكالة تعمل خلال حياة الموكِّل، أما الوصية فتتعلق بما بعد الوفاة. لا يستطيع الوكيل أن يوقّع وصية الإمارات بدلًا من الموصي. هذا القسم للتوجيه اللغوي والبحث فقط، وليس ترجمة قانونية مصدقة أو استشارة في القانون اللبناني.
Draft for the UAE receiver, not for an emirate keyword
A Dubai property transfer, Abu Dhabi court matter, Sharjah vehicle transfer, RAK company change and Fujairah bank instruction share the Lebanon-to-UAE attestation chain, but they do not share one universal set of powers.
For property, identify the land authority, asset, sale or purchase, mortgage or developer involvement and authority to receive proceeds. For vehicles, separate sale, transfer, export and receipt powers. For companies, identify the entity, licence and corporate act. For banking, obtain the institution’s written wording before signing in Lebanon.
One substantial Lebanon-to-UAE corridor therefore answers the changing Lebanese stage and routes each UAE task to its actual receiver. Near-identical Lebanon-to-Dubai, Lebanon-to-Sharjah, Lebanon-to-RAK and Lebanon-to-Fujairah pages would be doorway content and are not published.
Can a person in Lebanon make a UAE Will remotely?
A Lebanese وصية is not automatically a substitute for a Will registered through a UAE route, and a UAE Will is not automatically effective for a Lebanese estate. Notarisation and attestation cannot decide those cross-border succession questions.
DIFC Courts publishes that an eligible non-Muslim testator need not be UAE-resident and may use a virtual registration appointment, with witnesses joining from anywhere. Abu Dhabi Judicial Department publishes a Civil Will route for a non-UAE citizen regardless of religion, using an English-Arabic template and online notarial attendance after review. Dubai Courts distinguishes online attendance with a valid Emirates ID from passport-only personal appearance.
The registry decision depends on eligibility, religion where relevant, UAE assets, family circumstances, language and attendance—not Lebanese nationality alone. The testator must personally execute the Will through the chosen registry; a وكيل acting under a وكالة cannot sign it instead.

Can someone in Lebanon issue a new UAE POA online instead?
Sometimes. This is different from signing a وكالة or توكيل رسمي in Lebanon and legalising that foreign document. The UAE Ministry of Justice publishes a Digital Power of Attorney service and says its remote route enables customers residing inside or outside the UAE to complete eligible POA transactions without visiting a notary public. Where the applicant, identity method, instrument and final receiver all qualify, the result is a new UAE-issued POA; there is no foreign-signed document to take through Lebanon’s foreign ministry or a UAE mission.
That is not a universal passport-only shortcut. The federal MOJ service uses UAE Pass and specified templates. Dubai Courts currently states that online attestation requires a valid Emirates ID and that a concerned party relying only on a passport must appear in person; its workflow may assign no attendance, virtual attendance or personal attendance from the application data. ADJD’s published July 2023 guidance describes a remote meeting but lists an Emirates ID among the documents. The authority—not The Deedbox—decides eligibility and the attendance method.
Choose the transaction before the form. A Dubai property sale may require a property POA drafted for DLD, trustee-office, developer and mortgage steps. A Dubai vehicle sale or export may require a Vehicle/RTA POA and the representative may still have to attend an RTA centre. Banking, company or share transfers, court work, inheritance, property management and private handovers each need their own receiver-specific powers. “General POA” is not a promise that every bank, court, land department, free zone, traffic authority or developer will act on it.

The principal must still complete the government identity, signature or video step and pay the authority’s fees. - Confirm the exact receiver and transaction: DLD or a Dubai trustee office, RTA, ADJD, RAK Courts, federal MOJ, a local land department, bank, developer, free zone, company registry or court.
- Check whether the principal has the identity credential required by the selected authority; an original passport alone does not establish online eligibility on every route.
- Choose the UAE-issued digital route only after the live authority service accepts the applicant and required powers.
- If it does not, use the documented Lebanon-to-UAE signing and legalisation route on this page rather than forcing an ineligible online application.

Can I avoid Lebanon’s foreign ministry and the UAE embassy by making the POA online?
Only if the applicant and required instrument qualify for a UAE-issued digital or virtual notarial route. In that case there is no Lebanon-issued document to legalise. If the UAE route requires an Emirates ID, UAE Pass credential, different template or personal attendance that the applicant cannot meet, the foreign signing and legalisation chain on this page still applies.
