Using a French procuration in the UAE and making a UAE Will remotely
If you are in France and need someone to act for a transaction in Dubai, Abu Dhabi, Sharjah, Ras Al Khaimah or Fujairah, obtain the UAE receiver’s required wording before signing. French official guidance classifies a notarised procuration as a public act; a private instrument cannot be legalised as-is and first needs an official certification. Since 1 September 2025, 15 designated Notaires de France centres—not the French Foreign Ministry for ordinary mainland cases—issue legalisations. The current France Diplomatie table marks legalisation for French documents going to the UAE, followed by the destination country’s diplomatic or consular representation. The UAE Embassy in Paris currently publishes no usable POA checklist, so its live submission method must be confirmed rather than guessed. A UAE Will follows a separate registry process.

The France-to-UAE route at a glance
French legalisation proves the public signature, capacity and seal. UAE mission and MOFA attestation complete the documentary chain. The final receiver still decides whether the procuration grants the correct powers and identifies the correct asset, company, account or case. Certification of form is not approval of content.

France changed the legalisation authority in 2025
Service-Public and France Diplomatie both state that Notaires de France took over apostilles on 1 May 2025 and legalisations on 1 September 2025. Fifteen designated regional or interdepartmental notarial bodies now perform the service. The French Foreign Ministry remains competent only for the limited territories it identifies, including New Caledonia, French Polynesia, Wallis and Futuna and the French Southern and Antarctic Lands.
This matters because older articles still tell applicants to send an ordinary mainland document to the French Foreign Ministry. That route is obsolete for the ordinary case. The official Notaires de France portal or one of the designated centres is now the correct starting point for the French legalisation certificate.
Notaires de France states that legalisation verifies the signature, the signatory’s capacity and the seal or stamp, and does not examine the content. Its delegated certifications are issued electronically. The UAE mission and receiver should therefore be asked how the electronic legalisation and any original document must be presented in the current case.

A procuration must first be capable of legalisation
Service-Public lists a notarised act—including a procuration or testament—as a French public act. It also states that an acte sous signature privée cannot be legalised or apostilled as-is. An official declaration such as certification matérielle de signature, registration notation or a date-certain visa must first give the private instrument the required public character.
That does not mean any certification method will satisfy the UAE receiver. A Dubai property authority, UAE bank or court may require notarial execution, Arabic translation, a specific form or powers that go beyond a simple signature certification. Obtain those requirements before choosing the French form.
Where a translation itself is submitted for French legalisation, Service-Public says it must be produced by a traducteur assermenté and the translator’s signature must be certified, with the translation presented together with the original. The UAE receiver may separately require a UAE-recognised Arabic translation.

For the UAE, the published French route is legalisation, not apostille
France Diplomatie’s current country table uses “L” for the United Arab Emirates across the listed document categories, meaning legalisation. Service-Public explains the two-stage customary route: pre-legalisation by the French notarial service, then legalisation by the destination country’s diplomatic or consular representation in France.
The UAE Embassy in Paris has an official attestation page, but it currently renders only a service shell and contact number—no POA document list, appointment rule, fee, courier instruction or turnaround. The central UAE MOFA service confirms that outside-UAE documents use UAE Missions Abroad and tells applicants to check the selected mission. The page therefore requires confirmation with Paris and does not borrow another mission’s courier process.
Do not replace “légalisation” with “apostille” because the latter sounds newer or easier. The destination and the current official table determine the route. Neither certificate guarantees that the receiving UAE authority accepts the wording.
Procuration, mandat, mandant, mandataire and testament: search orientation
En français, la procuration est l’acte par lequel le mandant autorise le mandataire à agir en son nom. Pour une opération précise aux Émirats, les recherches utiles comprennent « procuration pour vendre un bien à Dubaï », « procuration immobilière EAU depuis la France », « légalisation procuration Émirats arabes unis », « mandataire à Dubaï » et « testament EAU depuis la France ». Le mot-clé aide à trouver le parcours; il ne fixe ni la forme ni l’étendue des pouvoirs.
Une procuration spéciale vise une opération déterminée. Une procuration générale ne doit pas être comprise comme une autorisation illimitée automatiquement acceptée par une banque, un registre foncier ou un tribunal des EAU. Le mandat de protection relève d’un autre objectif et ne remplace pas la procuration transactionnelle demandée par le destinataire émirien.
Le testament prend effet au décès, tandis que la procuration organise une représentation du vivant du mandant. Le mandataire ne peut pas signer le testament du testateur. Draft for the receiver, not for a city keyword
A Dubai property sale, Abu Dhabi court matter, Sharjah vehicle transfer, RAK company change and Fujairah bank instruction may share the French legalisation route, but they do not share one universal set of powers.
For property, identify the land authority, asset, transaction, mortgage or developer involvement and authority to receive proceeds. For vehicles, separate sale, transfer, export and receipt powers. For companies, identify the licence and corporate act. For banking, obtain the institution’s written wording before signing in France.
One substantial France-to-UAE corridor therefore covers the genuinely changing French stage and routes each UAE task to its real receiver. Near-identical France-to-Dubai, France-to-Sharjah, France-to-RAK and France-to-Fujairah pages would be doorway content and are not published.
Can a person in France make a UAE Will remotely?
A French testament is not automatically a substitute for a Will registered through a UAE route, and a UAE Will is not automatically effective for a French estate. Those are cross-border succession questions, not attestation questions.
DIFC Courts publishes that an eligible non-Muslim testator need not be UAE-resident and may use a virtual registration appointment, with witnesses joining from anywhere. Abu Dhabi Judicial Department publishes a Civil Will route for a non-UAE citizen regardless of religion, using an English-Arabic template and online notarial attendance after review. Dubai Courts distinguishes online attendance with a valid Emirates ID from passport-only personal appearance.
The registry decision depends on eligibility, religion where relevant, UAE assets, family circumstances, language and attendance—not French nationality. Appropriately qualified advice is needed on how the French and UAE instruments interact.

Can someone in France issue a new UAE POA online instead?
Sometimes. This is different from signing a procuration or mandat in France and legalising that foreign document. The UAE Ministry of Justice publishes a Digital Power of Attorney service and says its remote route enables customers residing inside or outside the UAE to complete eligible POA transactions without visiting a notary public. Where the applicant, identity method, instrument and final receiver all qualify, the result is a new UAE-issued POA; there is no foreign-signed document to take through France’s foreign ministry or a UAE mission.
That is not a universal passport-only shortcut. The federal MOJ service uses UAE Pass and specified templates. Dubai Courts currently states that online attestation requires a valid Emirates ID and that a concerned party relying only on a passport must appear in person; its workflow may assign no attendance, virtual attendance or personal attendance from the application data. ADJD’s published July 2023 guidance describes a remote meeting but lists an Emirates ID among the documents. The authority—not The Deedbox—decides eligibility and the attendance method.
Choose the transaction before the form. A Dubai property sale may require a property POA drafted for DLD, trustee-office, developer and mortgage steps. A Dubai vehicle sale or export may require a Vehicle/RTA POA and the representative may still have to attend an RTA centre. Banking, company or share transfers, court work, inheritance, property management and private handovers each need their own receiver-specific powers. “General POA” is not a promise that every bank, court, land department, free zone, traffic authority or developer will act on it.

- Confirm the exact receiver and transaction: DLD or a Dubai trustee office, RTA, ADJD, RAK Courts, federal MOJ, a local land department, bank, developer, free zone, company registry or court.
- Check whether the principal has the identity credential required by the selected authority; an original passport alone does not establish online eligibility on every route.
- Choose the UAE-issued digital route only after the live authority service accepts the applicant and required powers.
- If it does not, use the documented France-to-UAE signing and legalisation route on this page rather than forcing an ineligible online application.

Can I register a DIFC Will while I am in France?
DIFC Courts publishes that an eligible testator need not be UAE-resident and may use a virtual registration appointment. Eligibility, assets and cross-border effect still require individual review.
Mon mandataire peut-il signer mon testament aux EAU ?
Non. Le testateur doit exécuter personnellement le testament selon la procédure du registre choisi. Une procuration ne remplace pas cet acte personnel.
Can I avoid France’s foreign ministry and the UAE embassy by making the POA online?
Only if the applicant and required instrument qualify for a UAE-issued digital or virtual notarial route. In that case there is no France-issued document to legalise. If the UAE route requires an Emirates ID, UAE Pass credential, different template or personal attendance that the applicant cannot meet, the foreign signing and legalisation chain on this page still applies.
