Using an Ethiopian Power of Attorney in the UAE and making a UAE Will remotely
If you are in Ethiopia and need someone to handle a transaction in Dubai, Abu Dhabi, Sharjah, Ras Al Khaimah or Fujairah, first obtain the UAE receiver’s required powers. Ethiopia’s Ministry of Justice publishes the legal framework for document authentication and the official Amharic concepts ውክልና for agency and ኑዛዜ for a Will. The framework assigns the Ethiopian Ministry of Foreign Affairs authority to authenticate documents sent abroad where the receiving country requires it. UAE MOFA then requires an outside-UAE original to be authenticated by the issuing country’s Foreign Ministry and attested through the UAE mission. The UAE Embassy in Addis Ababa does not publish a detailed POA checklist on its current site, so the applicant must confirm attendance, submission and payment directly with that mission before signing. The Ethiopia-to-UAE route at a glance
The Ethiopian stages establish the instrument and the signatures or seals in its authentication chain. The UAE receiver separately decides whether the wording, identity evidence, language, originals, date and transaction powers are acceptable. Authentication is not approval of the document’s substantive powers.

Ethiopia has a formal document-authentication framework
The Ethiopian Ministry of Justice publishes the Authentication and Registration of Documents Proclamation No. 922/2015 as in force. It establishes a uniform system for authenticating and registering documents and links that system to domestic and international legal and contractual relations. The Ministry also links to the Federal Documents Authentication and Registration Service.
The proclamation assigns the Ministry of Foreign Affairs power to authenticate documents that are to be sent abroad and require authentication under the receiving country’s law. That supports the Ethiopian Foreign Ministry stage; it does not tell a user that every POA follows one identical local form or that a UAE receiver must accept the result.
Before drafting, confirm which Ethiopian authentication office has competence for the signer and instrument, whether personal attendance is required, and whether an Amharic, English or bilingual text and any supporting property or company evidence must be supplied.

The UAE route must be confirmed with the Addis Ababa mission
UAE MOFA’s current guidance says an original document issued outside the UAE must first be attested by the Foreign Ministry of the issuing country and can then be attested by the UAE Embassy or Consulate there through the MOFA online channels. The system assigns the route based on the issuing authority and document type.
Unlike some UAE missions, the Embassy in Addis Ababa does not currently publish a detailed digital-attestation or Power of Attorney checklist on its public site. Its official page publishes the mission’s address, phone and email. The page therefore does not claim courier collection, online-only processing, a fixed fee or a completion time for Ethiopia.
Contact the mission before the Ethiopian execution appointment and ask which application route is active, whether an appointment is required, what original and copies are needed, how personal versus commercial POAs are classified, and how the completed document is collected.

Draft around the UAE act, not the emirate name alone
A Dubai property transfer, Abu Dhabi litigation matter, Sharjah vehicle transaction, RAK company change and Fujairah bank instruction do not use one interchangeable POA. The Ethiopian authentication chain may be common, but the authority granted must match the actual UAE receiver and act.
For property, identify the land authority, asset, transaction, mortgage or developer involvement and whether the representative may receive proceeds. For vehicles, separate sale, transfer, export and receipt powers. For companies, identify the licence and corporate act. For banks, obtain the bank’s wording before Ethiopian authentication.

Amharic terms: ውክልና, ወካይ, ተወካይ and ኑዛዜ
Ethiopia’s Ministry of Justice uses ውክልና for agency or representation. Its explanation distinguishes the person giving authority, ወካይ, from the representative, ተወካይ. It uses ኑዛዜ for a Will and ተናዛዥ for the testator. These are official Ethiopian search terms, but the UAE receiver may use principal, agent, Power of Attorney and Will in English or require certified Arabic translation.

Can an Ethiopian make a UAE Will without travelling?
The Ethiopian Ministry of Justice uses ኑዛዜ for a Will and publishes Ethiopian formalities for Ethiopian Wills. Those rules do not by themselves select or validate a UAE Will route. A Power of Attorney operates during the principal’s lifetime and cannot let the representative make or sign the testator’s Will.
DIFC Courts publishes that an eligible non-Muslim testator need not be UAE-resident and may use a virtual registration appointment, with witnesses joining from anywhere. Abu Dhabi Judicial Department publishes a Civil Will route for a non-UAE citizen regardless of religion, with an English-Arabic template and online notarial attendance after review. Dubai Courts publishes a non-Muslim Will service but distinguishes online attendance with a valid Emirates ID from passport-only personal appearance.
The correct route depends on eligibility, religion where relevant, assets, children, language and attendance—not Ethiopian nationality alone. Whether an Ethiopian Will governs UAE assets, or a UAE Will is effective in Ethiopia, requires qualified cross-border succession advice.

Can someone in Ethiopia issue a new UAE POA online instead?
Sometimes. This is different from signing a ውክልና or Power of Attorney in Ethiopia and legalising that foreign document. The UAE Ministry of Justice publishes a Digital Power of Attorney service and says its remote route enables customers residing inside or outside the UAE to complete eligible POA transactions without visiting a notary public. Where the applicant, identity method, instrument and final receiver all qualify, the result is a new UAE-issued POA; there is no foreign-signed document to take through Ethiopia’s foreign ministry or a UAE mission.
That is not a universal passport-only shortcut. The federal MOJ service uses UAE Pass and specified templates. Dubai Courts currently states that online attestation requires a valid Emirates ID and that a concerned party relying only on a passport must appear in person; its workflow may assign no attendance, virtual attendance or personal attendance from the application data. ADJD’s published July 2023 guidance describes a remote meeting but lists an Emirates ID among the documents. The authority—not The Deedbox—decides eligibility and the attendance method.
Choose the transaction before the form. A Dubai property sale may require a property POA drafted for DLD, trustee-office, developer and mortgage steps. A Dubai vehicle sale or export may require a Vehicle/RTA POA and the representative may still have to attend an RTA centre. Banking, company or share transfers, court work, inheritance, property management and private handovers each need their own receiver-specific powers. “General POA” is not a promise that every bank, court, land department, free zone, traffic authority or developer will act on it.

- Confirm the exact receiver and transaction: DLD or a Dubai trustee office, RTA, ADJD, RAK Courts, federal MOJ, a local land department, bank, developer, free zone, company registry or court.

Can I make a Power of Attorney in Ethiopia for a Dubai property sale?
An evidence-backed authentication route exists, but obtain the Dubai receiver’s exact powers before preparing the instrument. Ethiopian authentication, Foreign Ministry authentication and UAE attestation do not guarantee acceptance by DLD, a trustee office, developer, lender or bank.
What does ውክልና mean?
The Ethiopian Ministry of Justice uses ውክልና for agency or representation. The UAE transaction document may be called a Power of Attorney and its exact scope must follow the receiver’s requirements.
Does the UAE Embassy in Addis Ababa offer courier attestation?
Its current public mission page does not publish a detailed POA or courier checklist. Contact the mission directly and follow the route assigned by UAE MOFA; do not borrow another embassy’s courier procedure.
Must the Ethiopian Foreign Ministry authenticate the document?
Ethiopia’s authentication proclamation assigns the Ministry of Foreign Affairs authority over documents sent abroad where the receiving country requires authentication, and UAE MOFA requires the issuing country’s Foreign Ministry stage for outside-UAE originals.
Can I register a DIFC Will while I am in Ethiopia?
DIFC Courts publishes that an eligible testator need not be UAE-resident and may use a virtual registration appointment. Eligibility and asset coverage still require individual review.
Can my representative sign my UAE Will?
No. The testator must execute the Will through the chosen registry’s procedure. A Power of Attorney cannot replace that personal act.
Can I avoid Ethiopia’s foreign ministry and the UAE embassy by making the POA online?
Only if the applicant and required instrument qualify for a UAE-issued digital or virtual notarial route. In that case there is no Ethiopia-issued document to legalise. If the UAE route requires an Emirates ID, UAE Pass credential, different template or personal attendance that the applicant cannot meet, the foreign signing and legalisation chain on this page still applies.
