Power of Attorney for Car Registration in Dubai: Renewal and Transfer
You may not need a power of attorney to renew a Dubai car registration. When you do, what RTA asks of a representative in person, and the wording RTA names for a change of ownership.
You may not need one. RTA lets the owner renew a Dubai vehicle registration through its website and smart apps, with a UAE Pass log-in, and states that vehicles which don't need a technical inspection are renewed "through online channels only". A power of attorney matters when someone else has to attend a Customer Happiness or inspection centre for you, and above all for a change of ownership, where RTA names the wording the document must contain.
Do you need a power of attorney to renew car registration in Dubai?
Often not. RTA's renewal service lets you "log in using your username and password, UAE Pass, or the details of your Emirates ID, Driving Licence, or plate number", and it checks the insurance and technical inspection itself before renewing (RTA, renew and amend vehicle ownership). If the car needs no inspection and its insurance is already on the system, an owner abroad can usually renew without anyone acting for them.
A representative comes in when the car has to be inspected or someone has to attend a centre. RTA states: "You or your legal representative must be present in person when applying at Customer Happiness or Inspection Centres."
What does RTA require for a change of ownership?
This is where the wording matters most. For a change of vehicle ownership, RTA states: "Your legal representative must have a power of attorney stipulating the 'sale and disposal of vehicles'", and the representative must attend in person (RTA, change of vehicle ownership).
A general document that does not say this, or a narrow one written for renewal only, should not be relied on for a transfer. RTA also states that "any change of ownership requires a technical inspection, even if done during the first 3 years", so a transfer is never a purely online step. What if the car is outside the UAE when the registration expires?
RTA sets a specific rule for this. If the vehicle being renewed "is outside the country, you must present an Inspection Certificate, ratified by the Ministry of Foreign Affairs and the UAE embassy in the concerned country as well as the UAE Ministry of Foreign Affairs, at the technical inspection centre within 1 month". RTA exempts GCC nationals from ratifying the documents.
Two more of RTA's published rules are worth knowing before you travel. Renewal can be done "up to 150 days before its expiry", and "if you don't renew the expired vehicle registration within 2 months of its expiry, your Traffic File will be blocked". Renewing early is often simpler than arranging a representative later.
What if the car is registered in another emirate?
RTA's rules above are Dubai's. Asked whether a car registered in another emirate can be renewed in Dubai by someone whose residence visa is from that emirate, RTA answers: "No, you must consult the licensing authorities in the other emirate." Each emirate's vehicle licensing authority publishes its own requirements, and a document meant for one should be checked against that authority's rules.
What documents are usually needed?

- Your representative's passport and Emirates ID
- The registration card (Mulkiya) and plate number
- For a transfer: the buyer's details and the sale terms, so the wording covers them
- If the car is mortgaged: the lender's release, which RTA lists for a change of ownership
