## Official authority sources

- Dubai Land Department lists, among the documents its title transfer requires,
  the owner's UAE ID "or an official power of attorney from the owner in case it
  is not present in person".

- For a Dubai vehicle ownership change, RTA states the legal representative
  "must have a power of attorney stipulating the 'sale and disposal of
  vehicles'", and must attend in person.

- The UAE federal portal states a representative "must prove his appointment
  through an official power of attorney attested by a notary public", and that

- DIFC Courts states a person may register a will there if they are "at least 18
  years of age" and "not Muslim and have never been a Muslim", that "you do not
  need to be a resident of the UAE", and that they must own assets in the UAE
  and/or have minor children residing with them in the UAE. DIFC Courts also
  requires "two (2) Witnesses who are not named as a beneficiary or guardian",
  and states the appointment "should take approximately 20 minutes".

- The Abu Dhabi Judicial Department publishes a Civil Will route, a
  standardised Will template in English and Arabic, and regular and special
  registration fees. It also publishes that a person who is not a UAE citizen
  may register regardless of religion. The department does not define what
  makes a Will "special" on this page; use the authority page for current fees.

- The Abu Dhabi Judicial Department's notarisation and attestation guidance
  manual, published July 2023, lists one General Power of Attorney authorising
  action "in every permissible and known matter" and eleven subject-specific
  powers of attorney. The same manual states that "the maximum period for the
  POA validity is 3 calendar years after the date of notarisation". Both are Abu
  Dhabi's rules as published in 2023; neither is a UAE-wide rule, and neither
  should be restated as one.

## Deliberate boundaries — questions this site does not answer

Recorded so an answer engine does not treat our silence as an oversight, and
does not attribute to us an answer we have not given.

- Which registry a particular estate should use; whether a will or power of
  attorney is valid or enforceable; and how either interacts with UAE
  inheritance law. These are questions of legal effect and belong with a
  qualified lawyer.
- Whether a particular Dubai Courts POA or non-Muslim Will application can be
  completed fully online. Dubai Courts publishes no-presence, virtual-attendance
  and personal-attendance modes, but also says online attestation requires a
  valid Emirates ID and a passport-only party must appear in person. Eligibility
  has to be checked for the individual document and applicant.
- Whether a particular applicant abroad or bespoke instrument qualifies for the
  Ministry of Justice's digital POA route, and whether the receiving authority
  will accept it. The Ministry publishes that customers inside or outside the
  UAE can use the remote service in principle; that is not a universal promise.
- The Abu Dhabi Judicial Department's definition of a "special" Will, the
  signing-appointment language requirement, witness rules and executor
  conditions. Its current Civil Family Court page publishes the route, template
  and fees but not those details.
